CTEC's 15 Years of History Up for Review

Fifteen years ago the California State Legislature decided to try a “grand experiment” by turning over its tax preparer program to a nonprofit organization, or as we call it today—the California Tax Education Council (CTEC).

The test? To find out if an industry can regulate itself with minimal government intervention.

The state did not give, nor has it ever given, CTEC any money to help jumpstart the program. Back in 1997, the Department of Consumer Affairs had only one item to give CTEC — A shoebox with one disk inside that contained an outdated list of registered tax preparers.

That was it.

And now it is up to the state to decide if CTEC is doing its job effectively.

CTEC is up for a periodic review (also known as “Sunset Review”) in 2015. State Legislators will evaluate CTEC’s performance and management of its legislative duties to date.

This is the second time CTEC will undergo a Sunset Review since 2001.  Preparation for the review will start next year.
